[aurora-announce] Extra test messages

As part of a system upgrade, I have changed both my mailer software and the
mailing list management software.  Problems with the earlier setup are the
reason not everyone received the monthly test message on aurora-northwest
and aurora-midwest last week.  Some of you will now have received two test
messages; this was expected.

The new mailing list software has a web-based interface for subscribing,
unsubscribing, or changing your subscription preferences.

To access the web interface, follow the links on the "sign up" page,

Everyone who was on the old lists is automatically subscribed to the new
ones.  If you want to unsubscribe or change preferences, you will need a
password.  Enter your subscription address at the bottom of the page, then
when it loads the configuration page, click the "e-mail my password to me"
button.

As part of this change, I also renamed this "aurora-talk" list to
"aurora-announce".  This name more accurately reflects the purpose of the
list.
